The Two Protocols Are Not Equivalent

Google’s Indexing API is a different thing with a much narrower official scope. Google’s documentation states it is intended for pages with JobPosting or BroadcastEvent structured data. That is the supported use, and it is not a general-purpose fast lane for blog posts.
People use it for general content anyway, and it sometimes appears to work. But you are relying on undocumented behaviour that Google has never committed to and could tighten without notice. I am not going to tell you it never has an effect. I am going to tell you that building a workflow on it means building on something the vendor of the API explicitly says is for something else.
So: the free tier gives you the protocol that reliably does what it says. The paid tier gives you access to one whose general use is off-label.
Why Submission Is Rarely the Actual Bottleneck
Here is the harder truth about this whole category, and it applies to every indexing tool.
Submitting a URL asks a search engine to look. It does not make it index. Those are separate decisions, and for most sites with an indexing problem the failure is at the second one.
If your pages sit at “Discovered, currently not indexed” or “Crawled, currently not indexed” in Search Console, Google has already found them. It looked and decided not to allocate an index slot. Pinging harder does not change that assessment, because the assessment is about the page rather than about discovery. The cause is usually thin content, near-duplication with something else on your site, or a site-level quality signal that limits how many slots you get at all.
Submission tools genuinely help in one situation: a large site where discovery is slow because crawl paths are poor, and pages really are waiting to be found. That is a real problem and IndexNow addresses it for the engines that support it. Free.
If your Search Console shows crawled-not-indexed, no tool on this page fixes it, and buying one is treating a symptom that is not the disease.

- Week 4. If discovery genuinely is your bottleneck and the free tier has visibly helped on Bing, then consider $59 for the Google path, with clear eyes about it being off-label.
