What Search Console and webmaster tools do
Every third-party SEO tool estimates. These do not, they report what the engine recorded, which makes them the only first-party source in an SEO stack and the reference every estimate should be checked against. The trade-off is sampling and retention: query data is capped and anonymised and the window is finite, so they answer "what happened on my site" far better than "what could happen".
